I am getting the error "There are no payment options available." when checking out

I am setting up Blesta for the first time.  I was having issues with the Paypal checkout gateway, so I removed it and replaced it with the Paypal standard payments.  After switching the gateway I could no longer proceed to checkout.  The payment options did not show up on the page and I got an error message: "There are no payment options available."

I included a screenshot below, you can see the payment options are missing.

Please advise on how to fix this!

Packages -> Order Forms -> Click on Edit -> Scroll down to the end of page, under Gateways select your payment gateway and click Edit Forms / Save.
