Make cantonts childs

The cantons in the dropdown shown at the attached screenshot are not correctly represented as cantons are child of Federation of BiH. Take a look at https://en.wikipedia.org/wiki/Cantons_of_the_Federation_of_Bosnia_and_Herzegovina

I see that those cantons were removed in November 2015 but the latest ISO 3166 document was last updated in 2013 and an updated ISO is still in the works. Until we can update all of the countries and states to the latest ISO 3166-1/2, I would recommend updating them yourself using the States&Countries plugin.
