How much it could cost to make an extension for a payment gateway

There is an excellent payment gateway in my country, this payment gateway is available for woocommerce and whmcs, however it is not available for blesta, which would involve making a module or plugin. I would like to know what would be the approximate cost to do it, I leave the web of the payment gateway.
