Client Strange Number In Country

Hi i would like to know what does this number #8 means

The state/province displays the ISO-3166-2 abbreviation code rather than the full name, and for some states/provinces, like Panama, the abbreviations are numbered.

City, State Zip Country

i mean #1 Panama, 1 , PA 1 is not the zip code

thats the number of State/Province depending on the country for example Panama the #1 is Bocas del Toro so that number depending the order of the State/Province if i choose the 1 shows #1 if choose the second one shows #2 and so on.

So its City, # of state, Zip Code, Country Code

 

that happens with Panama country, but not USA its strange:

i choose US and Alabama now it shows AL
