If No Accepted Payment Types Are Enabled, Payment Accounts In User Control Panel Should Not Appear

I purposely have disabled payment types and only allow Paypal so I do not have to handle payment deta information (and all the legal requirements that go along with it).

However, payment accounts still appears for users, and obviously does nothing. This has confused some of my users.

Settings > Company > Billing/Payment: Accepted Payment Types. Uncheck Credit Card and Automated Clearing House. The clients will no longer be able to create payment accounts.

Nav items are not removed based on whether certain features within them are disabled. It may be necessary for some plugins to tie into those nav items anyway. So this wouldn't be a bug.
