Manage Billing Of Websites On Azure Vm.

Hi,

We have Azure account and want to host multiple websites under one Azure VM by creating a separate client/user for each website/database.
So my question are as below:
Can this tool manage hosting on azure VM?
Does this tool work with Azure's Pay  As You Go?
Will this tool provide the separate billing for each client/user on the basis of website/database usage automatically?
