Is there a direct URL for clients to register? I've tried appending /order/signup/index/register however I just get redirected to the portal.

Ok to do this do the following: Packages > Order form > TYPE: Client registration > save it will now pull up a form to register

Create an order form with no packages assigned

I followed above method, but package require a term, so it's a little strange that for only register a customer has to pass through an order form to order a one time customer registration at price 0.00

 

By now is there an other way?

sounds like you aren't using my way but registering on a order form when buying a product.
