Change "starting At" To Reflect Lowest Possible Monthly Price

How do I change it so that on the Order page, "Starting at" reflects the lowest possible monthly rate. For example, if a price plan works out at $5/month when paid monthly and $4/month when paid annually, I want the text on the order page to say "Starting at $4".
