No Cpanel Account Created

Hello

 

I am not sure what happened but someone paid for a hosting plan, I got the PayPal payment but no cpanel hosting account was created for the domain they paid for.

 

I see the domain they paid for in the invoices and the PayPal payment in transactions but the service never registered.

 

Not sure why, can someone advise on how or why this happened.
