Portal Order Link And Order Forms

Sorry if this is asked already but shouldn't the "Order" link on the portal page go directly to the "order form" created as right now it goes to a login page and not the order form page. Do I have to change the link to the order form URL.

Go to packages > order forms > default dropdown.
