  1. The Blesta database only keeps track of the last version it processed a database update for. A lot of patches require no database changes, so the database version isn't incremented.

  2. I don't think its an error. Regardless of whether a client gets a paper invoice or not, the invoice is still due and if the invoice isn't paid by a certain time why shouldn't the user be notified that they haven't paid it?

    Alternatively, you could create the service and choose not to invoice it, or edit the invoice after it is created to remove the setup fee line item.
