What Blesta version are you using 2.5 or 3.2.1? Blesta 2.5 = None Blesta 3.x.x = /plugin/support_manager/admin_departments/edit/1/ under the BIG box and Above the Email address. As this setting is right after the auto close option it kinda implies that it is for the closed tickets rather than for the dept.
